Dollars 20 dollars

Why do we put the dollar sign ($) before the number, but when it's written out we say it after the number. If you read "I have $20.", you said "I have twenty dollars." Maybe it should be like this "I have 20$." Or we should say "I have dollars twenty." Why is it one way in number form and another way in written form??
